Carter was a talented all-around fighter who could box and hit effectively; He was not a super power hitter but a solid workman who pursued his man, wore him down and either out-hit him to his advantage or took him out; During his career, he won the Lightweight Championship of the World

Many felt that Carter was controlled by the mob, was "Carbonized" and fought under orders from Frankie Carbo; He often fought badly when the odds were heavily in his favor, as they were in his non-title fight with Art Aragon (also, as champion, Carter lost to Johnny Cunningham, who had an 8-24-3 record
